The Armadale Aquatic Centre ($26M) redevelopment comprise a new indoor 25m x 8 lane pool, Programme Pool, Spa, covered /semi-enclosed Exercise / Leisure Pool, new and extended pool plant, connection with geothermal water heating system for pools and air, equipment and plant room, Change rooms, First Aid, Entry/ Reception, Administration, Kitchen / Kiosk, Staff, Child Minding, Exercise Room, Gymnasium, Meeting Room and external Clubroom/ Storage and Kitchen.

The project also included a new Pool Concourse paving and drainage, works to the spectator seating, re-landscaping and works to the existing car parking, access road and new car park extension, disposal of drainage, lighting, associated amenities and equipment.

Role

Successful Projects were appointed Client’s Representative by the City of Armadale as Project Manager and Project Superintendent to deliver this complex, major community project. We assisted with the finalisation of project documentation, prepared the contract requirements for the procurement model (GMP and shared savings) and worked with the preferred contractor and the client to value engineer the project.

We superintended the works from award of contract through to practical completion and includes the current defects liability period, and fulfilled the role to ensure the project was delivered in accordance with the contract. We assessed EOT claims, assessed variation claims, certified payments.

The original tender pricing came in above project budget. Successful Projects, the Principal and preferred Contractor were able to value engineer the development to within the client’s budget and also identify further potential savings.

We developed a Guaranteed Maximum Price and shared savings procurement model for the City to manage risk to budget and to align the contract parties to achieve the best project outcome. This collaborative approach allowed for extensive additional scope including a complete refurbishment of the existing 50m pool to be delivered in parallel with the contracted scope at a competitive price and without delay to the project schedule.

Outcome

By maintaining the savings and maintaining the budget, the client was able to add some variation scope to the project to complete other refurbishment works of the existing infrastructure at the aquatic centre. We did a total refurbishment of the 50m pool which was not originally in the scope, total refurbishment of the grand stand which was not in the scope.

The client was able to achieve these by utilising some of their portion of the shared savings. The project was delivered ontime as planned on February 4, 2019 and the City of Armadale has received an exceptional response from the community, with membership at the facility far exceeding expectations.

Awards

The Armadale Aquatic Centre redevelopment project was awarded the following:

1. Urban Development Institute of Australian ‘Excellence in Social & Community Infrastructure ‘Award 2019;
2. WA Parks & Leisure Australia WA’s ‘Community Facility of the Year Award’ for WA in the 2019 Awards of Excellence;
3. Best Public Use Building between $20 million and $50 million at the Master Builders Association awards 2019 (for PS Structures).
