Australian Red Cross Blood Service Refurbishment | Project Management | Superintendent

The Australian Red Cross Blood Service required complete refurbishment of the existing building at 290 Wellington St, Perth, to bring the control of blood collection, testing and dispatch services into the 21st century and aligned with the national Client brief and TGA validation. Significant increases in overall product throughput has been achieved and changes to workflows have been implemented with the introduction of new equipment, however, optimisation of work flows and processes from the introduction of lean manufacturing principles are yet to be applied to this site and is largely the result of the limitations with layout.

The building accommodates the collections, testing and processing of blood and blood products for the state of Western Australia and functions of administration.

Role

Successful Projects role provided Project Management and Project Superintendence for the staged refurbishment of the existing building. The objective was to align the control of blood collection, testing and dispatch services in Western Australia with the national Client brief and to meet with Therapeutic Goods Administration requirements. The role included extensive management of the interface of the works with a client that continued to occupy the building and provide a critical service to the Western Australian and National community.

Design Management, coordination of consultants, procurement advice, tendering of the works, preparation of Contracts, award of contract, management and Superintendence of the works for each stage required an ongoing and dynamic commitment by the Successful Projects team.

Outcomes

To Maintain Operational Requirements throughout the four-year project – the nature of the functions performed and the products supplied to the community required the fitout works to be completed whilst maintaining business operations. This requirement necessitated detailed planning and staging of the construction works, close monitoring and control of the construction works to ensure there was no contamination of operational lab areas, management and planning of equipment relocations and equipment validations and detailed planning of staged decommissioning and re-commissioning of services.

The success of the role of Superintendent’s Representative was founded on detailed planning, clear and consistent stakeholder communications, efficient and confident administration of the Contract and commitment to the role.
