Red Earth Arts Precinct | EOT Claim

The $54 million Red Earth Arts Precinct project include an arts centre, gallery space, an outdoor event space with an amphitheatre, as well as a new library and space for the local history office. This community precinct received a $14.5 million investment through the State Government’s Royalties for Regions initiative which is thus far the largest investment in the overall $29.5 million of external funding.

The precinct will house a professional 450 seat standard theatre, outdoor event space, regional library, a war memorial, a rooftop terrace, entry foyer, administration office and a gallery. It will be located at the entrance of the City Centre Main Street and will bring the culture and art that sits in the heart of Karratha to life.

Role

Successful Projects were engaged for professional scheduling and time planning services and claims and dispute resolutions services by the City of Karratha. We were responsible for assisting with the contract support and the on-time and on-budget delivery of this exciting project, reporting directly to Project Manager and Superintendent for the City of Karratha.

Outcomes

The Contractor’s Construction Programme for the Karratha Red Earth Arts Centre showed a planned duration of 20 work days for the preparation of 3D Structural Steel Shop Drawings. We consistently rejected the shop drawing programming approach and on the 9th assessment, we gave approval of the Construction Program containing the statement that the duration for the 3D steel structure shop drawings is Rejected as Unrealistic. This played an important factor to the later claim for extension of time.

Successful Projects prepared the expert report (for the purpose of Arbitration) in response to the Contractor’s Expert Report claims for extension of time of 43 working days. We concluded that there were concurrent delays that overwhelmed the Contractor’s claimed delays.
